Article 90
En outre des mesures d’aide par ailleurs prévues, toute municipalité locale peut, à l’égard des matières prévues à l’article 4, à l’exception du paragraphe 9° du premier alinéa, et aux articles 85 à 89, accorder toute aide qu’elle juge appropriée. Elle peut également aider financièrement au déplacement ou à l’enfouissement de tout réseau de télécommunication ou de distribution d’énergie, de même qu’à l’installation d’équipements devant servir à cette distribution. La municipalité locale peut aussi accorder une aide pour relocaliser sur son territoire une entreprise commerciale ou industrielle qui y est déjà présente. Le montant de l’aide ne peut excéder le coût réel de la relocalisation. La Loi sur l’interdiction de subventions municipales (chapitre I-15) ne s’applique pas à une aide accordée:1° pour l’établissement ou l’exploitation d’un marché public, d’un centre de congrès ou d’un centre de foires; 2° à tout organisme à but non lucratif qui fournit un soutien technique à une entreprise située sur son territoire; 3° au propriétaire d’un immeuble pour l’aider à se conformer à l’obligation d’y installer et maintenir en bon état de fonctionnement un appareil destiné à réduire les risques de dysfonctionnement d’un système d’alimentation en eau ou d’égout; 3.1° à toute personne pour l’aider à effectuer les travaux qui lui sont imposés relativement à la protection d’une source d’alimentation en eau potable; 4° pour des dommages à la propriété par des émeutiers ou des personnes réunies en attroupements tumultueux; 5° au propriétaire d’un logement ou d’un bâtiment, couvrant les frais d’installation d’un détecteur d’incendie, de tout autre appareil destiné à éteindre ou combattre le feu ou de tout autre appareil de sauvetage; 6° en vertu du deuxième ou du troisième alinéa; 7° en vertu de l’article 13.1.

Section 90
In addition to the financial assistance otherwise provided for, a local municipality may grant any assistance it considers appropriate with respect to the matters referred to in section 4, except subparagraph 9 of the first paragraph, and sections 85 to 89. It may also contribute financially to the costs of moving or burying an electric power distribution or telecommunications system and installing equipment for the distribution of the electric power. A local municipality may also grant assistance to relocate a commercial or industrial enterprise elsewhere within its territory. The amount of the assistance may not exceed the real cost of the relocation. The Municipal Aid Prohibition Act (chapter I-15) does not apply to assistance granted1° for the establishment or operation of a public market, a convention centre or an exhibition centre; 2° to a non-profit body that provides technical support to an enterprise situated in its territory; 3° to the owner of an immovable to help the owner comply with the obligation to install an apparatus intended to reduce the risk of malfunction of a water supply system or sewer system and keep the apparatus in good working order; 3.1° to a person to help the person carry out required work relating to the protection of a source of drinking water; 4° for damage to property caused by persons riotously or tumultuously assembled; 5° to the owner of a dwelling or a building to cover the cost of installing a fire alarm, a fire extinguishing or fire fighting apparatus, or a fire escape; 6° under the second or third paragraph; or 7° under section 13.1.
