Article 23
Seuls la Société québécoise du cannabis, une personne qu’elle autorise conformément au paragraphe 4° du premier alinéa de l’article 23.2 de la Loi sur la Société des alcools du Québec (chapitre S-13), un producteur de cannabis ou toute autre personne déterminée par règlement du gouvernement peuvent faire le transport, incluant la livraison, et l’entreposage du cannabis à des fins commerciales. Le gouvernement peut, par règlement, prévoir les normes et conditions applicables au transport et à l’entreposage du cannabis. Il peut aussi déterminer, parmi les dispositions d’un tel règlement, celles dont la violation constitue une infraction et indiquer, pour chaque infraction, les amendes dont est passible le contrevenant, lesquelles ne peuvent excéder 100 000 $. Quiconque contrevient aux dispositions du premier alinéa commet une infraction et est passible d’une amende de 5 000 $ à 500 000 $. En cas de récidive, les montants des amendes prévues au deuxième et au troisième alinéa sont portés au double.

Section 23
Only the Société québécoise du cannabis, a person it authorizes in accordance with subparagraph 4 of the first paragraph of section 23.2 of the Act respecting the Société des alcools du Québec (chapter S-13), a cannabis producer or any other person determined by government regulation may transport, including deliver, and store cannabis for commercial purposes. The Government may, by regulation, prescribe the standards and conditions applicable to the transportation and storage of cannabis. It may also determine the provisions of such a regulation whose violation constitutes an offence and prescribe, for each offence, the fines to which an offender is liable, which may not exceed $100,000. Anyone who contravenes the first paragraph commits an offence and is liable to a fine of $5,000 to $500,000. The amounts of the fines set out in the second and third paragraphs are doubled for a subsequent offence.
